Job Description:
• Responsible for managing the overall financial operations of the project under the direct supervision of national project manager according to the role of ARCS finance and donor.
• Overseeing the utilization of funds in accordance with the project-approved budget.
• Ensuring all financial operations are in compliance with ARCS standard Financial Policy and Procedures and donor rule and regulations.
• Ensuring all transactions are supported by complete supporting documents.
• Ensuring transactions are booked to the project & project task lines.
• Ensuring the proper archiving and safekeeping of financial documents.
• Reconciling the bank and cash accounts and sending the reconciliation reports to Donor at the end of each month.
• Preparing RFF (Request for Fund) in close coordination with the program and finance and sending it to donor for further process.
• Verifying the expenditure documents of provinces /HFs and managing their payments on timely bases.
• Verifying the financial records at the end of the month to make sure transactions are recorded properly, prior to the closure of the account.
• Overseeing the payable and receivable accounts.
• Participating in the monthly coordination meeting held scheduled by ARCS Finance director.
• Preparation in close coordination with the HR department and booking the payroll vouchers into NS when approved. Ensuring timesheets and other supporting documents are completed.
• Ensuring to have close coordination and cooperation with program and finance departments
• Reconciling the inventory on monthly bases.
• Ensuring proper communication and coordination with the outsiders (donor representatives and finance department etc) in terms of sharing info or providing reports with them.
• Prepare monthly, quarterly and annual financial reports.
• Assist with the annual audit.
• Manage office supplies stock and place orders
• Prepare regular reports on expenses and office budgets
• Maintain and update company databases
• Organize a filing system for important and confidential company documents
• Answer queries by employees and clients
• Maintain a company calendar and schedule appointments
• Distribute and store correspondence (e.g. letters, emails and packages)
• Prepare reports and presentations with statistical data, as assigned
• Arrange travel and accommodations
• Any other tasks assigned by National Project Manager
Job Requirements:
• Bachelor/ Master’s in finance or economics or equivalent certified by the relevant higher education authority in Afghanistan.
• Experience using financial software.
• Knowledge of financial regulations.
• Excellent analytical and numerical skills.
• At least 3 years of experience in the field of finance and Admin.
• Having excellent communication skills.
• Computer skills (MS Word, Excel, Outlook and PowerPoint).
• Oral and written communication skills in English, Pashto and Dari, and other local language.
