Kabul: Two-Day Workshop Begins on Finalizing Youth and Volunteer Policy

The Youth and Volunteers Department of the ARCS, with financial support from the Danish Red Cross, launched a two-day workshop aimed at reviewing, strengthening, and finalizing the Youth and Volunteer Policy.
In addition to staff from the Youth and Volunteers Department, the workshop is attended by representatives from the Office of the Under-Secretary General for Planning and Policy, as well as the Departments of Information and Dissemination, International Relations, Marastoons, Health Services, and Legal Affairs.
Speaking at the opening of the workshop, Mawlawi Rohullah Abdul Salam, Under-Secretary General for Operational Affairs of the ARCS, said that developing a comprehensive and standardized policy for youth and volunteers would play an important role in better organizing their activities and ensuring the effective delivery of services.
He described youth and volunteers as important assets of the National Society and emphasized that a clear and effective policy is essential for standardizing volunteer services, identifying field-level needs, and improving the overall organization of activities.
Mawlawi Arifullah Mansoor, Head of the Youth and Volunteers Department, said that ARCS volunteers play a vital role in delivering assistance and services to people affected by disasters, returning refugees, and other vulnerable families, particularly in remote areas.
He added that the review of the policy has taken into account the actual needs of volunteers, field experiences, and the specific conditions of Afghan society, with the aim of ensuring that the policy is aligned with the country’s social and cultural context and can be effectively implemented.
Jacob, a National Society Development Expert at the Danish Red Cross headquarters, praised the efforts of ARCS staff in reviewing the policy. He noted that the views and experiences of relevant departments and staff are essential to finalizing a comprehensive and effective policy.
He further stated that, during the two-day workshop, participants will review different sections of the policy and share recommendations based on their experiences and perspectives to further strengthen it, ensuring that the final policy responds to the needs of volunteers and is practical and implementable.
